Should there be a limitation to Giveaways?

At the moment, there are a lot of Giveaways running; the IM Giveaway, Rainbow Giveaway, The Arch Giveaway, The Learn-Internet Giveaway, the 4thJuly Giveaway, the Niche Giveaway (to name the selected few).Perhaps twenty of them!

The original concept of organizing the Giveaway is to help the newbies to collect leads.The Giveaways are being organized by famous 'Gurus', well known marketers who have established in their areas of marketing.The duration of the Giveaway ranges from one week, two weeks, one month and at the most throughout the year.

The organizers will then invite partners to contribute gifts to their Giveaways.The gifts include e-books, reports, templates, softwares, videos and free membership sites.
The contributors are given the option to upgrade by paying a fee of US17 or US27 for additional benefits.

It seems that most of the Contributors participating are almost the same. Some of them
contribute the same gifts again and again. In some cases, the covers of the e-book or reports are redesign.

Who really gain the most in the Giveaways?
Definitely the organizers. Not only they get all the leads that came to register in order to get the gifts; they also accumulate bucks from the upgraded contributors, the OTO's and Ads displayed in the official Giveaway website.
The contributors do collect some leads but it is doubtful that they can collect thousands!
What about the newbies? If they have small lists, they are unable to participate- how to advance to the next level?
So the only option for the newbies is just to collect gifts from the Giveaways.
